يَجِبُ تقديمُ مسحِ الوجهِ على مسحِ اليدين؛ فلو عَكَسَ ناسيًا لم يصحّ على المذهب
The wiping of the face must precede the wiping of the hands; if reversed inadvertently, it is not valid according to the school of thought.
فَلَو — so if. The 'fa-' moves to a test case, and this 'if' frames a hypothetical — 'so were he to...'. It sets up the consequence of getting the order wrong, with the result marked later.

There is no specific order required for taking the dust for the limbs; if one strikes his hands on the ground, it is permissible to wipe the face with his right hand, then his right hand with his left.
فَلَو — so if. The 'fa-' opens an illustrating case, this 'if' framing it as a hypothetical 'were he to...'. It walks through one permissible way of taking the dust, the result ('it is allowed') at the end.
