وسكوت هذا الرجل في مثل هذا المقام إِعانة على نفسه وذلك لا يحل،
And this man's silence in such a situation is aiding his own harm, which is not permissible.
يَحِلُّ — is permissible. This present-tense verb has its 'it' subject inside and, under the preceding negator, denies the permissibility: 'is not permitted'. Its plain present ending states a general ruling.
