From the oversights of the Bedouins: A Bedouin entered Makkah and circumambulated the Ka'bah,
بِالْكَعْبَةِ — with the Ka'bah. The bi- here is the special 'around' partner of this verb: 'circled around the Kaaba'. The bi- forces the genitive and ties the circling to its object; some Arabic verbs require such a preposition where English uses a plain object.
