هكذا تشهدُ لغةُ العرب؛ فلا يُحكى بالقولِ إلا كلامٌ تام
Thus, the language of the Arabs testifies; only complete speech is spoken.
لُغَةُ — language. The doer of 'testifies', nominative, and head of an 'of' pairing with 'the Arabs' — 'the language OF the Arabs'.

And this is what is called in language (a word) as his saying:
اللُّغَةِ — language. Genitive after 'fi' — 'the language'. al- makes it language or Arabic usage in general.
