وَلَا للمحب قَرَار إِلَّا يَوْم الْمَزِيد
And for the lover, there is no settlement except on the Day of More.
لِلْمُحِبِّ — for the lover. 'Li-' (for) fused with an active participle 'the lover', genitive — 'for the lover [there is]…'. The 'li-' marks the possessor.

The lover rejoices in his virtues, and the hater seethes in anguish.
فَالْمُحِبُّ — so the lover. 'Fa-' (so) plus an active participle 'the lover / admirer', the topic, nominative, definite — 'so the one who loves [him]…'. The 'fa-' draws the contrast that follows.

This shows that a sinner through drinking and otherwise can still love Allah and His Messenger.
مُحِبًّا — a lover. This noun is indefinite, 'a lover', and its ending marks it as the complement of the being-verb, the thing the man is said to be. After 'becomes/is', Arabic puts this describing noun into the accusative, which is why its ending differs from a plain subject.
