وَعِلَاجُ الأَبْدَانِ أَيْسَرُ خَطَبًا حِينَ تَعْتَلُ مِنْ عِلَاجِ الْعُقُولِ
And the treatment of bodies is an easier matter when they fall ill than the treatment of minds.
الْعُقُولِ — the minds. This is the possessed half of the 'treatment of minds' pairing, so it sits in the (genitive) and supplies the definiteness for the whole phrase through its al-. It is a plural naming the mental faculties as a category. Pairing it against 'bodies' is what makes the sentence a contrast between two kinds of treatment.
