الحمد لله الذي يمهل ولا يخاف فواتا،
Praise be to Allah, who gives respite and does not fear what is missed,
فَوَاتًا — what is missed. This noun is the object of 'fears', shown by its accusative ending, naming what is not feared. Its indefinite shape leaves 'a missing / a loss' general, so the line says Allah fears no slipping-away of anything at all.
