الحمد لله الذي يمهل ولا يخاف فواتا،
Praise be to Allah, who gives respite and does not fear what is missed,
يَخَافُ — he fears. A present-tense verb meaning 'fears', its 'he' subject built in, caught under the negation just before it so the pair means 'does not fear'. The present tense keeps this as a standing trait, and the negation denies that Allah ever has this fear.
