And He, glorified be He, uses evidence only for an actual matter that must have either already occurred or will occur.
بُدَّ — need. This noun completes the 'no escape' idiom begun by the previous word. It sits in the accusative because the categorical 'no' governs the noun directly after it into that form, the standard way Arabic builds 'there is absolutely no X'.
