وهو سبحانه إنما يستدل على أمر واقع ولا بد إما قد وقع ووجد أو سيقع
And He, glorified be He, uses evidence only for an actual matter that must have either already occurred or will occur.
وُجِدَ — was found. This is a past-tense verb in the passive: the subject undergoes the action rather than doing it, here 'was brought into being'. Arabic marks the passive by changing the inner vowels of the verb rather than adding a helper word like English 'was', so it looks close to its active twin but reverses the roles.
