فيهم فلان ليس منهم، إنما جاء لحاجة،
Among them is so-and-so who is not one of them; he only came for a need.
لِحَاجَةٍ — for a need. This is 'for' plus 'a need / errand' — 'li-' of purpose marking why he came: a worldly want, not the remembrance. It governs the genitive. So he is swept into the pardon though he only stopped by on business.
