Among them is so-and-so who is not one of them; he only came for a need.
إِنَّمَا — he only. This is the restriction-particle 'only / merely' — it limits the statement to a single reason: he came 'only' for an errand. Arabic packs the 'nothing but' force into this one fused word, narrowing what follows.
