فيهم فلان ليس منهم، إنما جاء لحاجة،
Among them is so-and-so who is not one of them; he only came for a need.
فُلَانٌ — so-and-so. This is the delayed subject — 'so-and-so', the placeholder name Arabic uses for an unnamed person (like English 'such-and-such'). Nominative, it is the one singled out: a man who is not really of the circle.
