لَكِنَّ قَدْ يَطِيعُ أَمْرَهُ وَقَدْ يَعْصِيهُ وَقَدْ يَعْبُدُهُ مَعَ ذَلِكَ
But he may obey His command, disobey Him, and yet worship Him.
يَطِيعُ — obey. A present-tense verb 'obeys' with its 'he' subject built in, under the 'may' particle so read as 'may obey'. It takes the next noun as the thing obeyed.
