السَّاعِيُ فِي إِبْطَالِ مَا جَاءَ بِهِ الرَّسُولُ
One who seeks to nullify what the Messenger brought.
السَّاعِيُ — the one who seeks. An active participle ('the one who strives/seeks') used as a standing noun in the nominative. Arabic regularly makes such doer-participles into nouns, so it names a type of person, with the prepositional phrase after it telling what he strives at.
