وَمَفْخَرَةٍ تَفَاخُرٌ بِهَا غَيْرُهَا مِنَ الْمُدُنِ،
and a source of pride that other cities boasted about,
غَيْرُهَا — other than it. A noun meaning 'other(s)' with the 'it' suffix attached, giving 'others than it'. It is the doer of the boasting, so it takes the subject-style ending; the attached pronoun marks what they are 'other than', namely the city. It names the rival cities as the ones boasting.
