وَلَعَلَّهُ هُوَ الَّذِي نَبَّهَهُ إِلَى تَقْيِيدِ خَوَاطِرِهِ،
And perhaps he was the one who prompted him to record his thoughts.
وَلَعَلَّهُ — and perhaps he. This token stacks the linking wa- with the particle la'alla ('perhaps') plus an attached pronoun. La'alla expresses the speaker's hope or guess and braces the statement as tentative, 'and perhaps he...'. So the word both connects the sentence and softens the following claim into a supposition.
