وَهُوَ الْفَقْرُ اللَّازِمُ فَيَرُدُّكَ عَنْ غِنَى الْكِفَايَةِ
And it is persistent poverty that turns you away from the wealth of sufficiency.
اللَّازِمُ — persistent. A describing word, 'persistent/clinging', attached to 'the poverty'. It matches that noun in being definite (it too carries al-) and in its nominative ending, the way Arabic makes a describing word agree with the noun it qualifies.
