التَّوْحِيد كل خاطر يُشِير إِلَى الله فَهُوَ يعم ذَلِك
Monotheism is every thought that points to Allah, encompassing all of that.
يُشِيرُ — that points. Present-tense 'points, gestures', subject 'it' inside the verb, describing the thought. With no relative pronoun before it (the noun is indefinite), this whole verb acts as 'that points'.
