التَّوْحِيد كل خاطر يُشِير إِلَى الله فَهُوَ يعم ذَلِك
Monotheism is every thought that points to Allah, encompassing all of that.
خَاطِرٍ — thought. Genitive after 'kull' (the 'of' partner), indefinite — '...of a passing thought'. So 'kull khatir' is 'every fleeting thought'.

خَاطِرِهِ — his notion. His 'passing notion' or inclination — a fleeting inner leaning — owned by him. In the -i form as object of 'strengthening'; he bends the verse to buttress a whim, not a reasoned view.
