فَيَفْضُلُ الْعَاقِلُ عَلَيْهِ بِمَنْعِ نَفْسِهِ مِنْ ذَلِكَ
Thus, a rational person is superior by restraining himself from it.
فَيَفْضُلُ — so he is superior. The fa- draws a conclusion ('and so'); the verb is present-tense with 'he' built in, stating an ongoing fact of rank.
