فَأَوَّلُ عُقُوبَاتِهِمْ إِعْرَاضُهُمْ عَنْ الْحَقِّ شُغْلًا بِالْخَلْقِ،
The first of their punishments is that they turn away from the truth, becoming preoccupied with people.
شغلًا — becoming preoccupied. A verbal noun in the open '-an' ending, used here to state the circumstance or reason accompanying the main action, the 'while becoming preoccupied' shade. Arabic often slots such an accusative noun in to express the manner or cause attending a verb, so it explains the state they fall into as they turn away.
