الْمَشْرُوعُ — prescribed. A passive participle 'legislated / prescribed' trailing its noun, definite and nominative to agree — the fast that the Law lays down. Arabic puts the describer after the described, the agreement marking the bond.

مَشْرُوعٌ — is prescribed. This is a passive participle used as the predicate of the 'because that...' clause, a noun-like word naming something that has had an action done to it, here 'made lawful'. Its base nominative shape is the predicate side of the equation, which the bracing particle leaves in the nominative even as it forces the subject into the accusative.
