وَيَمُرُّ فِي أَغْرَاضِهِ لَوْلَا أَنَّ الْعَقْلَ حَجُوزٌ،
And he would pursue his aims if reason did not prevent him.
حَجُوزٌ — preventing. An adjective 'restraining / a barrier', the predicate of the 'that' clause, telling what reason is. It carries the indefinite -un ending (audible tanween): 'that reason is a restrainer', completing the counterfactual that only reason holds him back.
