وَيَمُرُّ فِي أَغْرَاضِهِ لَوْلَا أَنَّ الْعَقْلَ حَجُوزٌ،
And he would pursue his aims if reason did not prevent him.
العقل — the reason. A definite noun ('al-') 'the reason / intellect', the subject of the 'that' clause, but in the accusative because 'anna' governs it. It is the preventing factor whose existence holds the child back.
