وَهَذَا إِنَّمَا يَصِلُ إِلَيْهِ بِدَوَامِ الصَّبْرِ
And this is attained only through constant patience.
يَصِلُ — it reaches. A present-tense verb with a third-person singular doer built into its prefix. It carries the main action of the clause, and because the restricting 'only' governs the sentence, this reaching is framed as the single thing that happens by way of patience.
