وَاعجَبا لمن يَدعِي الْمحبَّة وَيحْتَاج إِلَى من يذكرهُ بمحبوبه
How astonishing it is for someone who claims love and needs someone to remind them of their beloved.
يُذَكِّرُهُ — to remind them. A present-tense doubled (form II) verb 'reminds' with '-hu' (him) attached as object, subject 'he' inside — 'who reminds him'. Opening the clause describing that someone.

So he is not reminded except by someone who reminds him.
يَذْكُرُهُ — he reminds him. A present-tense verb 'recalls / mentions' with '-hu' (it) attached as object, subject 'he' inside. Here in sense: he does not call it to mind on his own.
