التَّوْبَةِ — repentance. This noun carries 'al-' (the) and is the second pole of the 'between X and Y' frame, governed by the 'between' before it and so in the 'of...' (genitive) shape. Definite and specific, it names repentance as the thing nothing could bar the man from reaching.
