إِذَا بُلِغَتِكَ أَنَّ غَنِيًّا اِفْتَقَرَ فَصَدِّقْ،
If it is reported to you that a wealthy man has become poor, then believe it.
اِفْتَقَرَ — became poor. A past-tense verb with its 'he' subject built in, forming the predicate of the reported clause: what is claimed about the wealthy man. It completes the 'that he became poor' content. The verb shape alone fixes person and tense.
