بِمُقْتَضَى — according to. 'bi-' = 'by/according to'; first half of an 'of' phrase: 'by the requirement of...'.

وَمُقْتَضَى — and what necessitates. This joins the linking wa- to a noun heading a second 'of' pairing, 'and what is required by...'. Coordinated with the earlier 'rule', it sits in the genitive and takes definiteness from the owner to come, adding a parallel domain of inclusion.
