And they testify that this is a misfortune by the will of God and by His decree and by His predestination.
بِمَشِيئَةِ — by the will of. The bi- here means 'by', marking the means or cause, and governs the noun for will into the genitive, heading an 'of' pairing with the name to come. It frames the misfortune as occurring by means of the divine will, setting up 'by the will of God'.
From: Patience Under Decree →
Included within the rule of His sovereignty and what His will necessitates.
مَشِيئَتِهِ — His will. This noun is the owning tail of the second 'of' pairing, 'requirement of His will', carrying -hi, 'his', pointing to God. In the genitive as possessor, it lends definiteness to the head noun, naming whose will is the source of what is required.
