وَيَأْمُرُهُ عِنْدَ وُقُوعِ الشُّبْهَةِ بِاسْتِعْمَالِ الأَحْوَطِ فِي كَفِّ الْهَوَى

كَفِّ — curb. A noun, 'the restraining of', not a verb here; genitive after 'in', opening a possessive pair.

وَكَفُّ — and withholding. 'and the withholding of' — 'wa' plus 'kaff', nominative, third item, head of an 'of' pairing with 'harm'.

كَفَّيْهِ — his hands. This is the dual, 'two palms / hands', with an attached -hi (his) marking the owner as the stranger. The dual carries 'exactly two' in the word's shape rather than by a separate 'two'.
