إِلَى أَنْ عَلَا الضَّجِيجُ، وَتَرَدَّدَ بِشَهِقَاتِهِ النَّشِيجِ،
Until the clamor rose and reverberated with its plaintive sobs,
وَتَرَدُّدُ — and reverberated. The wa- on the front is the linking 'and' joining this verb to the one before it, so the same subject keeps acting. The verb shares the 'it/he' carried inside its form, continuing the chain of past actions without restating who is doing them.
