وأنا أكشفه لك فأقول مساوئه
I will disclose it to you by mentioning its flaws.
فَأَقُولُ — so I say. The connector 'so / thereby' joined to a present-tense verb with 'I' built in, 'so I say'. The 'so' frames the saying as the means by which the disclosure is carried out.

I raise my head and say: "My community, my Lord, my community, my Lord."
فَأَقُولُ — and say. Again 'fa-' chains the speaking onto the raising and the first-person present verb folds in the 'I' subject, so 'so I say'. The prefix keeps the actions in sequence.
