ويسمع وَيعلم السِّرّ وَالْعَلَانِيَة
And He hears and knows the secrets and the openly declared,
السِّرَّ — the secrets. Direct object of 'knows', accusative ('-a'), definite — the concealed. The first of a contrasting pair.

بِالسِّرِّ — in secret. 'Bi-' (with / in) fused with 'the secret', genitive — confiding 'in secret / by the inmost'. The 'bi-' marks the manner: a hidden, intimate telling.
