وَلَكِنَّهُ إِذَا أَحَسَّ بِهِ اِلتَفَتَ إِلَيْهِ فَيَضْعُفُ سَعْيُهُ،

أَحَسَّ — senses. A completed-action verb 'he sensed/perceived', the verb of the preceding 'when', with its 'he' (the gazelle) subject inside. In this conditional frame it reads generally: 'whenever he senses'. What is sensed is introduced by the bi- next.
