وَلَكِنَّهُ إِذَا أَحَسَّ بِهِ اِلتَفَتَ إِلَيْهِ فَيَضْعُفُ سَعْيُهُ،
But when he senses him, he turns toward him, and his running weakens.
الْتَفَتَ — turned. A derived (form VIII) completed-action verb 'he turned (to look)', the first part of the response to the 'when': on sensing the dog, the gazelle turns. Its 'he' subject is inside the verb. The direction of the turning is given next.
