يَا أَخِي اِعْلَمْ أَنَّ مَنْ تَعَوَّذَ بِاللَّهِ مِنَ الشَّيْطَانِ الرَّجِيمِ
My brother, know that whoever sought refuge in God from the accursed Satan.
تَعَوَّذَ — sought refuge. A past-tense verb whose form (a reflexive-seeking pattern) carries the sense 'sought protection for oneself'. Its 'he' subject is the general 'whoever' just before it, so the action is attributed to any such person.
