فَشَاهَدْنَا هَوْلًا يَمْلَأُ الأَنْفُسَ إِنَابَةً وَنَدَامَةً،
So we saw a terror that filled the souls with repentance and remorse,
الأَنْفُسَ — the souls. A plural noun made definite by al- 'the', acting as the object of the filling verb before it. Its accusative ending marks it as what gets filled, the thing receiving the action rather than doing it.
