وَيْلًا لِلَّذِي يُحَدِّثُ النَّاسَ فَيَكْذِبُ لِيَضْحَكَ النَّاسُ
Woe to the one who tells people things and lies to make them laugh.
لِلَّذِي — to the one who. One unit fusing a preposition 'to / for' onto a relative pronoun 'the one who'. It directs the 'woe' at a described person and opens the relative clause 'the one who...', so it both assigns the target and links the description that follows.
