Woe to the one who tells people things and lies to make them laugh.
وَيْلًا — woe. An indefinite noun used as an exclamation of warning or doom, 'woe', flung out to open a threat. Its indefinite, accusative-style form is the fixed shape this curse-word takes when launched on its own, setting an ominous tone.
