وَسَيْرِ الصَّالِحَيْنِ الزَّاهِدَيْنِ، وَخَوْفِهِمْ مِنَ اللَّهِ تَعَالَىٰ،
The conduct of the two pious ascetics and their fear of God the Exalted.
وَخَوْفِهِمْ — and their fear. This couples a linking 'and' to a noun bearing a 'their' tail pointing back to the two ascetics — 'and their fear'. The 'and' adds a new item to the list, and the tail-pronoun packs the owners into the single word.
