وَأَمَّا الأَغْلَبُ مِنَ النَّاسِ فَإِنَّهُمْ يُوَافِقُونَ الْهَوَى
But the majority of people follow desire.
فَإِنَّهُمْ — then indeed they. 'fa-' = 'then' (the answer to 'amma'); 'inna' = 'indeed'; '-hum' = 'they'.
