وَإِذَا صَاحُوا بِكَ فِي طَرِيقِ سَيْرِكَ فَلَا تَلْتَفِتْ إِلَيْهِمْ،
And if they call out to you in the road of your walking, then do not turn to them.
صَاحُوا — they called out. A completed-action verb 'they called out', with its plural -u ('they') subject inside the ending. Standing after the 'when' word, it states the triggering circumstance. The person called to is added by the preposition that follows.
