Praise be to God, who drove the clouds of desire with the thunder of a turbulent wind.
بِرَعْدِ — with thunder. The 'with' prefix is a preposition forcing the genitive and marking the instrument, what the driving was done by means of. The noun it governs also heads a further pairing, 'thunder of a wind', so it both names the tool and opens the next 'of' link.
