كَالرَّاعِي يَرْعَى حَوْلَ الْحِمَى يُوشِكُ أَنْ يَرْتَعَ فِيهِ،
Like the shepherd who grazes around a sanctuary, nearly falling into it.
يَرْتَعَ — enter. The verb in the subjunctive that 'an' requires, subject 'he' inside; the '-a' ending is the subjunctive mark. It means to graze freely, so 'on the verge of grazing right in it'.
