كَالرَّاعِي يَرْعَى حَوْلَ الْحِمَى يُوشِكُ أَنْ يَرْتَعَ فِيهِ،
Like the shepherd who grazes around a sanctuary, nearly falling into it.
الْحِمَى — a sanctuary. A reserved pasture fenced off as private, governed by 'around'. Its fixed final 'aa' shows no case vowel; the word sets up the forbidden zone the shepherd skirts.

حِمَى — the sanctuary. First noun of an 'X of Y' possessive pairing: 'the sanctuary'. Arabic builds 'of' just by placing two nouns side by side, with no separate word for it. As the head of the pair it gives up taking its own 'the' and draws its definiteness from the owner that follows.
