كَالرَّاعِي يَرْعَى حَوْلَ الْحِمَى يُوشِكُ أَنْ يَرْتَعَ فِيهِ،
Like the shepherd who grazes around a sanctuary, nearly falling into it.
يَرْعَى — grazes. A present verb, 'grazes, pastures his flock', subject 'he' inside; the weak final root-letter gives the long ending. It describes the shepherd's ongoing action around the forbidden ground.

May God test them with defeat; so open your eyes, bring your mind, and lend me your ear,
وَأَرْعِنِي — and lend to me. This is the bound wa- 'and' plus a command verb 'lend, give heed' plus the attached -ni 'to me', so one word means 'and lend me'. The wa- coordinates the order, the imperative carries the 'you' inside it, and -ni marks the speaker as the one to be heeded.
