بِمَا يُقَصُّ مِنْ وَصْفِ الْآخِرَةِ وَأَهْوَالُ يَوْمِ الْقِيَامَةِ

يُقَصُّ — is recounted. A passive present-tense verb — its subject receives the action, so the material 'is recounted' rather than a named teller recounting it. Arabic marks the passive by the internal vowel shape, not by an 'is' helper.
