However, they may transmit interpretation from reliable authorities among its people.
يَنْقُلَ — he transmit. The verb sits in the subjunctive — note the -a ending — because 'an' before it demands that mood. It means 'he transmit': though he may not interpret on his own, he MAY pass on others' interpretation.
